PROBLEM TO BE SOLVED: To irradiate efficiently a test paper with light, even when using a light source having a small light quantity, and to adjust the size of an irradiation spot or a brightness distribution projected on the test paper. SOLUTION: A device includes a mounting part 30 on which a chip 100 is mounted, a light source 80a for emitting light having a prescribed wavelength, and a light receiving element 44 for receiving light reflected by the test paper 107. The device also includes a condensing lens 53 allowing light emitted from the light source 80a to enter and condensing the light onto the test paper 107, and an optical path block 26. The optical path block 26 is provided with a diaphragm part 66 disposed on a subject position of the condensing lens 53, between the condensing lens 53 and the light source 80a.
