The invention relates to a device for regulating the flow of materials into an enclosure or conduit and to a system and apparatus which include said device. According to the invention, the device for regulating the flow of adhesive or sticky materials into an enclosure includes: a hollow main body with an intake mouth suitable for being blocked by a plug, and a bottom opening; a folding lid, suitable for adopting a closed position blocking the intake mouth and an open position in which said lid is folded onto one of the inner walls of the main body; a means for cleaning the outer surface of the lid, which includes a rotary cleaning disk movable between an inactive position, which enables the materials to flow into the main body, and an active cleaning position, the disk being juxtaposed on the outer surface of the lid when the latter is in the open position, removing leftover material adhered to the surface by means of friction caused by the rotation of the disk.
