PURPOSE: A moving picture playing device based on index using double buffering and a method thereof are provided to play various moving pictures transmitted by different streaming methods directly connecting to any user terminal. CONSTITUTION: Plural queuing unit(210) classifies and stores information related to transmitted moving picture from a moving picture service server. A front buffer(220a) performs a buffering moving picture data for reproducing. A back buffer(220b) processes a buffering moving-picture data waiting at the queuing unit. A plurality of buffering units(220) comprises the back buffer.
