A quality collecting unit(30) collects the current traffic information of a customer. A customer center unit(40) receives civil affair information. A before service management unit(50) compares the service level of the customer with a service quality guarantee item, and instructs the fault measurement. By analyzing the correlation between the civil affair information and traffic information, the fault measurement or fault prediction is performed. |
