PROBLEM TO BE SOLVED: To provide an image processing apparatus and method for quickly detecting an object with high accuracy, while suppressing the increase of a dictionary size. SOLUTION: The image processing apparatus includes: a dictionary memory 107 for storing dictionary information including the information of the position and shape of a local region for determining a prescribed object; a position control unit 106 for controlling the position of a detection window in the image based on the dictionary information; a local feature value calculation unit 105 for determining a local region in the detection window, based on the dictionary information, and for calculating a feature value in the determined local region; and a decision unit 108 for determining whether the prescribed object is included in the detection window, based on the feature value and the dictionary information.
