PROBLEM TO BE SOLVED: To restrict thinning of a pre-board due to a local stretch of the part. SOLUTION: A base material molding device for molding a plate-like body W composed of a material containing a vegetable fiber and a thermoplastic resin into a base material K while the plate-like body W is transferred in a suspended state includes: a heater 40 heating the plate-like body W; a preforming mold 10 molding the plate-like body W heated by the heater 40 into a preform W1; a push pin 21 pushing the preform W1 introduced to the set center into the molding center side wherein the set center is the center of both mold surfaces 22a and 24a of the final molding mold 20 in the mold-open state, and the molding center is the center of both mold surfaces 22a and 24a of the final molding mold 20 in the mold-closed state; and the final molding mold 20 molding the preform W1 arranged on the molding center side into the base material K.
