An apparatus for loading/unloading a mobile harbor according to the present invention comprises a plurality of supporting beams, each having an end supported at a platform formed with a space for loading or unloading cargo, a guide structure supported in connection with the other ends of the supporting beams, a carrier movably coupled with the guide structure for transporting cargo, and a balance for keeping the platform in equilibrium according to the movement of the carrier and/or the transportation of the cargo by the carrier. Furthermore, a method for loading/unloading a mobile harbor according to the present invention is to transport cargo using the apparatus for loading/unloading a mobile harbor, wherein the carrier is moved along the guide structure to be located at a position corresponding to that of the cargo and the cargo is transported by the carrier, wherein the guide structure is connected to the other ends of the plurality of supporting beams, of which one ends are supported at the platform, thereby keeping the equilibrium state of the platform by the movement of the balance when the carrier moves and/or the cargo is transported.
