PROBLEM TO BE SOLVED: To sufficiently exhibit the effects of pixel shift while the effects of pixel shift in a converted high band component is reduced because the high band component having effects of pixel shift disappears when a format having the large number of pixels is converted into a format having the small number of pixels in an image pickup device subjected to the pixel shift. SOLUTION: In a down converter 1, a luminance signal is regenerated so that the proportion of signals in which the position of pixels is shifted may be 1:1 in system conversion to maximize the effects of pixel shift for a band in which only the luminance pixel exists after the system conversion.
