PROBLEM TO BE SOLVED: To control a switching element with a simple configuration with less power consumption, with no requirement for detecting a current flowing an inductor or the switching element on a low side. SOLUTION: In response to a state that an output voltage has dropped below a predetermined reference voltage (Vref), a first operation state is started so that a switching element (2) on a high side and a switching element (3) on a low side are driven in complementary manner. In response to the state that the output voltage has risen beyond the predetermined reference voltage, a second operation state is started so that the switching elements on the high side and the low side are turned off. In the first operation state, if the current flowing the first switching element does not satisfy a predetermined reference current value (Ip), the first switching element is turned on, and if the current flowing the first switching element reaches the predetermined reference current value, the second switching element is turned on for a specified period of time.
