PROBLEM TO BE SOLVED: To create and present an appropriate route in accordance with the age group of a person to be guided. SOLUTION: The route creation server 21 includes: a parameter table 401 which stores, for each of a plurality of age groups, information indicating the availability of a line; the availability of facilities including railway stations, the appropriateness of the preferential use of the facilities, the availability of a route by walking, and walking speed. A route generation unit 42, on the basis of a starting point, a destination and the information stored in a route element information database 402, generates route information including a route from the starting point to the destination and time at a predetermined point. A condition decision unit 47, in the route information generation, on the basis of the information indicating the age groups, refers to the information corresponding to the age groups in the parameter table 401 and determines the availability of the route by line, facilities, and walking and the appropriateness of the preferential use of the facilities included in the route element information database 402.
