PROBLEM TO BE SOLVED: To prevent illegal counting by a stuff of a game hall. SOLUTION: A CR unit 10 monitors the state of a system being whether a T/C 30 is operable or not, obtains the state of a hall expressing whether the game hall can carry on business, and the shutter is subjected to opening/closing control in accordance with the state of the system or the state of the hall. Accordingly, in the case of counting up when the business of the game hall is completed, the shutter within a counting unit 18 is automatically close-controlled, and even when the game hall is in another operation state, the shutter is subjected to the opening/closing control to be in the state of the shutter matching the operation state.
