PURPOSE: A time synchronizing device and a method thereof are provided to maximally reduce processing delay time by inserting information into data, which improves the priority of the data. CONSTITUTION: A memory(110) stores collected power-related data, time synchronization period information, and a calculated delay average time regarding time information transmission delay. A time information request part(151) transmits time request data including priority information to a time synchronization server according to a predetermined time synchronization period. A transmission delay calculation part(153) determines a delay time over an average time by calculating the delay time of time data. A time synchronization part(155) synchronizes a local time by adding a corrected real delay time to the time data that is transmitted from the time synchronization server.
