A cosmetic compact configured to hold a loose powder is provided. The cosmetic compact includes a base, a cover, a sifter and an applicator. The cover is coupled to the base and pivotable between an open position and a closed position. The sifter is supported at the base to provide a chamber configured to receive the loose powder. The sifter has a platform defining at least one dispensing aperture. The applicator is compressed between the cover and the sifter when the cover is in the closed position. The compressed applicator is configured to restrict the loose powder from substantially exiting the chamber.
