PROBLEM TO BE SOLVED: To accurately and easily set the reference level of a stabilizer stabilizing an excavated hole to prevent the collapse of a hole wall surface, without requiring manual operation. SOLUTION: The excavated hole 90 is filled with a stabilizer 80, and the level of stabilizer 80 decreasing gradually is measured by a level sensor 2 every predetermined time. The measured result of the level is stored in a storage part 12 of a setting control device 10, and the reference level is determined by a reference level determining part 15 of the setting control device 10 based on the measured result of the level. The reference level determining part 15 computes a difference of each level from the last time and determines the level when the difference 0 continues the predetermined number of times, as the level on which a change in the level of the stabilizer 80 stops.
