PROBLEM TO BE SOLVED: To effectively and inexpensively prevent the diffusion of a contamination in water. SOLUTION: Prior to dredging work, a contamination preventing film 14 is set in water to demarcate a contamination area 6 in which a contamination 9 is caused by dredging. On the lower end of the contamination preventing film 14, a jet nozzle 16 is formed to jet a solution and air. At execution of dredging work, the solution containing a coagulant and air is supplied to the jet nozzle 16, for example, through a supply apparatus and piping disposed on the ground. As a result, the solution containing the coagulant is jetted from the jet nozzle 16 into a lake 2 as air jets out in the form of air bubbles 17. The air bubbles 17 stir the coagulant effectively, causing it to diffuse into the lake 2. The coagulant then moves up together with the air bubbles 17 from the lower end of the contamination preventing film 14 toward the lake surface 4. The contamination 9 is prevented by the contamination preventing film 14 from diffusing into a noncontaminated area 7, and mixes with the coagulant near the contamination preventing film 14 to coagulate.
