PROBLEM TO BE SOLVED: To provide a communication terminal which is used as an IP telephone terminal in an IP telephone system including a radio access zone, and can secure high communication quality, and efficiently use a communication resource. SOLUTION: In this communication terminal, amounts of delay of a plurality of radio terminals and a radio base station used in a radio access zone are stored in a delay information table in advance; a control part reads the amount of delay of the radio terminal selected from the outside and the radio base station from the delay information table in starting operation, calculates the sum of the amounts of delay as an amount of network delay; when the amount of the network delay is larger than a threshold, the control part specifies a first encoding method and a first packet size; and, when the amount of the network delay is not larger than the threshold, the control part specifies a second encoding method having an encoding speed smaller than that of the first encoding method and the first packet size, or specifies the first encoding method and a second packet size larger than the first packet size.
