PROBLEM TO BE SOLVED: To perform an inauguration process without waste by confirming whether a meter is normally connected beforehand. SOLUTION: When a trigger for starting the confirmation of connection is received, a wireless slave unit 105 connected to meters 106 and 107 transmits a meter-reading message to the meters 106 and 107. The meters 106 and 107 transmit a meter-reading value as a reply. When the meters 106 and 107 are not correctly connected, no reply is transmitted from the meters 106 and 107. When the wireless slave unit 105 receives the telegram message from the meters 106 and 107, it transmits a meter value notification message including confirmation information such as the meter-reading value of each of the meters 106 and 107 to a wireless master unit 104. The wireless master unit 104 stores the confirmation information in a memory. A center side device transmits a meter inauguration message to the wireless master unit 104 as the inauguration process. When the wireless master unit 104 receives the message from the center side device, it reads out the confirmation information from the memory and transmits the message including the confirmation information to the center side device.
