PROBLEM TO BE SOLVED: To provide a blade driving device achieving prevention of malfunction, and to provide an optical apparatus. SOLUTION: The blade driving device 1 includes: a substrate 10 having an aperture 11; blades 20, 30 and 40 capable of advancing to/retreating from the aperture 11; an arm 58a driving the blades 20 and 30; an arm 58b driving the blade 40; and a regulation member 60 movably supported on the substrate 10 and moving between a regulation position and an allowable position interlocked with the arm 58a. The arm 58b can move between first and second positions. When the regulation member 60 is at the regulation position and the arm 58b is at the first position, the regulation member 60 abuts the arm 58b, thereby regulating the movement of the arm 58b from the first position to the second position. When the regulation member 60 is at the allowable position, the regulation member 60 does not abut the arm 58b, thereby allowing the movement of the arm 58b between the first and second positions.
