PURPOSE: An artificial fish reef for submarine forest is provided, which enables outgrowth of transplanted macroalgae quickly and stably. CONSTITUTION: An artificial fish reef for submarine forest comprises: a plurality of submarine forest body portions(10) which are arranged circularly; one concavo-convex steel plate(30) which is built in a plurality of submarine forest body portions; and a transplant rope(40) which is coupled with the concavo-convex steel plate and is installed in a plurality of submarine forest body portions and in which macroalgae is transplanted.
