An object of the present invention is to make it possible that each network carrier sets a charge system freely on the basis of individual account information through enabling to exchange account information even between networks whose protocols are different each other. In order to achieve the object, in the case of communication between networks, whose protocols are different each other, via a gateway apparatus, the gateway apparatus converts charge identifying information on the basis of a conversion database which associates charge identifying information on connection terminating network and charge identifying information on connection originating network each other in a manner of one to one correspondence and stores the associated charge identifying information, when the charge identifying information is sent and received via the gateway apparatus.
