PURPOSE: A container loading/unloading system and method using a mobile harbor structure are provided to transport containers through a container carrier which moves between a quay and the mobile harbor structure. CONSTITUTION: A container loading/unloading system comprise a mobile harbor structure(100), a container carrier(200), and a drive unit(300). The mobile harbor structure, which is able to move on the sea, has one or more edges which a ship can come alongside and a surface in which a plurality of containers can be loaded. The mobile harbor structure comprises a plurality of container cranes(110) for loading and unloading containers. When the mobile harbor structure is moved a certain distance from a pier, the container carrier reciprocates between the pier and the mobile harbor structure. The drive unit is installed in the bottom of the sea and connected to the container carrier to provide a driving force.
