PROBLEM TO BE SOLVED: To provide a session control system and a session control method, facilitating provision of a new service across a plurality of services. SOLUTION: When dialing from a telephone terminal 1<SB>1</SB>of a user A and notifying a session control function part 5 about a session connection request to a telephone terminal 2<SB>1</SB>of a user B, the session control function part 5 acquires service accession information of the user B, confirms that the user B is a user of the service, notifies an application server function part 7 about the session connection request, and notifies the telephone terminal 2<SB>1</SB>of the user B about the session connection request. The application server function part 7 determines a terminal having a newest use history or a terminal presently during communication, except the telephone terminal 2<SB>1</SB>notified with the session connection request of terminals used by the user B as a terminal to be notified with the session connection request, and notifies the determined terminal about the session connection request.
