<p><P>PROBLEM TO BE SOLVED: To provide a small base station which prevents the situation where a non-subscriber terminal is incapable of stable communication at a high speed. <P>SOLUTION: Identification information which identifies a subscriber terminal is registered in a registration part 201. A mode showing whether to permit connection to the non-subscriber terminal, that is a mobile terminal other than the subscriber terminal, is set in a setting part 202. A communication part 203 receives a connection request including identification information for identifying a mobile terminal 10 from the mobile terminal 10. A control part 204 carries out connection to the mobile terminal 10 when identification information in the connection request received by the communication part 203 is registered in the registration part 201.
