PROBLEM TO BE SOLVED: To provide a communication service providing system and a management server which can improve the convenience for the users of a communication terminal apparatus to download and use a plurality of paid contents. SOLUTION: The communication service providing system includes a service subscription/unsubscription acceptance channel 15 to accept a subscription to a service for which a flat-rate fee for uses of the plurality of paid contents separately downloadable is established; a communication management system 12 for billing a subscriber and for receiving subscriber information; a subscriber information management server 16; and a contents providing server 14. The contents-providing server 14 sends an authentication request for a user of a user terminal apparatus 10 to the subscriber information management server 16, upon the receipt for a download request of the paid contents from the user terminal apparatus 10, and permits downloading of the paid contents if it receives an authentication result, indicating that the user of the user terminal apparatus 10 is the subscriber of the service from the subscriber information management server 16.
