PROBLEM TO BE SOLVED: To provide a breakage sensing technology for an internal partitioning plate for a tank which can be applied even to a general already installed tank without making the internal partitioning plate into a special structure. SOLUTION: Sensors 3a to 3d which detect liquid levels of a plurality of tanks 1a to 1d, and an operation section 5 for receiving and calculating liquid level data from the sensors are installed. When liquid is not unloaded to the tanks, when the operation section determines that the liquid level of one adjacent tank rises, the liquid level of the other descends, and also, the respective liquid levels of the adjacent tanks are changed to the balancing direction conforming to the liquid level data from the sensors, the breakage of the internal partitioning plates 2a to 2c is determined. When the liquid is unloaded to the tank, when the operation section determines that respective liquid levels of the tank to which the liquid is unloaded and the adjacent tank become the same, and also, the respective liquid levels of the adjacent tanks are kept in the same states for a specified time or longer, the breakage of the internal partitioning plate is determined.
