PROBLEM TO BE SOLVED: To solve the problem that man-hours for simulation can not be shortened while suppressing deterioration of accuracy of the simulation. SOLUTION: An input unit 11 accepts design information of a circuit. A calculation unit 12 calculates importance of an object path based on the design information accepted by the input unit 11. A creation unit 13 degenerates parasitic elements in the object path according to the importance calculated by the calculation unit 12 to create a simulation model for performing the simulation for verifying operations of the circuit.
