PROBLEM TO BE SOLVED: To provide a method for quickly producing scented tea coping with tea demand, or the like, as a tea raw material for producing tea bags and packaged beverages or a food additive, by a short treatment time using a single tea processing apparatus, and to provide an apparatus for the method. SOLUTION: The method for producing dry tea leaf using an all-in-one tea processing apparatus is performed by making at least one of a belt and a drum placed in the apparatus to be aeratable, charging tea leaves between the belt and the drum, and heating with heating means to dry the tea leaves between the belt and the drum pressed against the belt by heat-conduction heating. Dry tea leaves having rich taste, excellent color, flavor and taste of decocted tea and high fragrance and color density can be quickly produced by using a step for steaming and/or kneading the tea leaves as a pretreatment step for the tea leaves before charging the tea leaves to the tea processing apparatus.
