PROBLEM TO BE SOLVED: To provide a method for manufacturing a plasma display panel, suppressing generation of impurity gas in a panel during sealing step and preventing characteristics deterioration of a protection layer caused by impurity gas, and also to provide a substrate sealing device. SOLUTION: The method for manufacturing a plasma display panel 40 includes a sealing step overlapping a front plate 10 in which a protection film 14 covering a dielectric layer 13 is formed on one surface and a back plate 20 in which a partition wall 22 and a fluorescent material 23 are formed on the surface countering the front plate and heating at the prescribed sealing temperature, and sealing the front plate and the back plate. The method also includes a back plate heating step heating the back plate alone at a temperature higher than the sealing temperature before the sealing step, and the sealing step sealing the overlapped front plate and the back plate is conducted after the temperature of the back plate is lowered to the sealing temperature.
