摘要 <p>PROBLEM TO BE SOLVED: To provide a dynamic image coder that reduces a code quantity, depending on a magnitude of a motion vector for improving the coding efficiency. SOLUTION: A coding means 100 is provided with a motion compensation means 44 that generates a motion vector from each image block, based on an input image 10 and a predicted image 10A that is coed in advance to compensate a motion of the predicted image 10A. The coder 100 uses the motion compensation means 10 to encode the input image 10. In the process of coding, a code-length designation means 50 designates a code length of a motion vector in a prescribed image unit as a unit with respect to the coding means 100. Furthermore, a code length update means 60 updates the code length designated by the code length designation means 50 based on the magnitude of the motion vector generated in a current image unit, by the motion compensation means 44 when the coding means 100 encodes the input image with respect to a succeeding image unit.</p>
