PURPOSE: A device and method for transmitting a distress signal with a buoy is provided to transmit a distress signal to informing the position of a sunken ship to a ship control center. CONSTITUTION: A distress signal generator(150) generates a distress signal including the sink position of a ship, navigation information, and registration number. A transmitter(160) modulates the distress signal of a distress signal generator and transmits it as a distress signal through a channel. When the power of a battery(120) is less than a set value, a controller(170) controls the transmitter to the period of transmitting the distress signal.
