PROBLEM TO BE SOLVED: To provide a light irradiating device and inspection device capable of adjusting the equalization of luminous intensity.

SOLUTION: A light guide body 4 is formed with a light exit surface 77, from which light exits and a groove forming surface 78 which faces the light exit surface 77 and is formed with a plurality of grooves 55 located at intervals from each other in one direction. A reflecting plane of a reflector 6 is made to face the groove forming surface 78 on the light guide body 4.
