PROBLEM TO BE SOLVED: To provide a means for adding a fluorescent agent to a fishing bait without necessitating labor of an angler. SOLUTION: A bait processing agent is produced by mixing water, propylene glycol which is an organic solvent miscible with water, and a fluorescent agent miscible with water and the organic solvent. The fluorescent agent emits fluorescent light having a spectrum peak within a wavelength range of 400-500 nm by exciting with solar light. When the bait processing agent produced by the method is sprayed to a live bait, the agent is impregnated and fixed in the bait. Accordingly, a live bait emitting, under sunlight, fluorescent light of a specific wavelength range to attract interest of fish is easily produced by an angler by spraying the bait processing agent to the bait.
