PROBLEM TO BE SOLVED: To provide a method of manufacturing a beautiful bale without using a binding band, wherein its workability is good, and a bale packaging body is free from tears. SOLUTION: The method includes a step of excessive compression for decreasing a distance between press bases in compressing until the distance becomes shorter than a height of a desired packaged bale by 50-250 mm, more preferably by 80-200 mm, even more preferably by 90-180 mm; a step of adjusting, after the step of decreasing, the distance between the press bases at a desired height, in a packaged or non-packaged state; and a step of, after a step of packaging in this state, releasing the pressing force applied onto the pressed bale to finish packing of the tow bale.
