PROBLEM TO BE SOLVED: To provide a call connection device, a method and a program which establish a call connection, depending on the situation. SOLUTION: A line ensuring part 2 determines the number of communication lines for predetermined bases 6 and 7, according to the situation of disaster of a suffered area. A priority allocation part 3 specifies the number of terminal devices of the base to be connected on the basis of the number of terminal devices arranged in the bases 6 and 7, the priority predetermined for each terminal device and the number of communication lines allocated to the bases 6 and 7.
