PROBLEM TO BE SOLVED: To provide a decoder with reduced area and a small-area (reduced-cost) data driver using the same. SOLUTION: A semiconductor device includes an array of transistors (21-24), a plurality of reference voltage signal lines arranged in a first wiring layer (71) and extending above the array spaced from each other in a row direction, and a plurality of reference voltage signal lines arranged in a second wiring layer (72) and extending above the array spaced from each other in a row direction, wherein diffusion layers (56) of the adjacent transistors in the row direction and a column direction are connected with the reference voltage signal lines of different wiring layers.
