PROBLEM TO BE SOLVED: To provide toner for developing an electrostatic charge image, which is superior in charging characteristics, in particular, charge retention and environmental stability and provides an image without causing scumming, to provide a developer using the toner, a toner container, and to provide a process cartridge, an image forming apparatus and an image forming method each using the developer. SOLUTION: The toner comprises toner base particles containing at least a binder resin, a colorant, and a high dielectric material, and an external additive. The toner satisfies relational expression (Tib value)/(Tis value)<1, wherein the Tib value (wt.%) is the amount of Ti element by fluorescent X-rays, which is detected from the whole of toner base particles, and the Tis value (wt.%) is the amount of Ti element by XPS, which is detected from surfaces of toner base particles.
