PROBLEM TO BE SOLVED: To more reliably suppress banding in a transfer section even when a recessed portion is formed in a transfer roller. SOLUTION: A transfer device 13 includes: the secondary transfer roller 14 that includes a recessed portion 17 and forms a secondary transfer nip 13a in firm contact with an intermediate transfer belt 8 carrying an image; a biasing means (48) that brings the secondary transfer roller 14 into firm contact with the intermediate transfer belt 8; and a transfer roller position restricting part 47b that restricts the movement of the transfer roller 14 by the biasing means when the recessed portion 17 is brought opposite the position where the transfer nip 13a is formed.
