PROBLEM TO BE SOLVED: To provide a method for evaluating rolling resistance of a tire which enables accurate and simple estimation and evaluation of the rolling resistance of the tire containing a viscoelastic material, including even the speed dependence thereof as well, not using a dynamic finite element analysis method, but using a static finite element analysis method requiring shorter computation time and being practical, a system for evaluating the tire using the method and a program for evaluating the rolling resistance of the tire. SOLUTION: The static finite element analysis method includes the tire internal pressure filling processing step of filling up prescribed internal pressure at least in a used tire model which is expressed by a plurality of finite elements reproducing the tire containing the viscoelastic material, and the load applying step of applying a prescribed load on the tire model, and the rolling resistance of the tire in rolling is estimated from a stress and a strain obtained in the method and from a loss factor in the element. On the occasion, the centrifugal force computation step of computing a centrifugal force generated when the tire is rolled and applying it to the tire model is performed in addition to the tire internal pressure filling step and the load applying step.
