PROBLEM TO BE SOLVED: To provide a thermal fuse capable of achieving low resistance and improving airtightness. SOLUTION: The thermal fuse has a first insulating film 13 wherein respective one ends 11a, 12a of first and second flat plate-shaped metal terminals 11, 12 are arranged, a fusible alloy 14 bridged between one end 11a of the first metal terminal 11 and one end 12a of the second metal terminal 12, a second insulating film 15 arranged so as to cover the fusible alloy 14 and fixed on the first insulating film 13, and a glued section 16 arranged between the first insulating film 13 and the second insulating film 15, and the first and second metal terminals 11, 12 and the second insulating film 15.
