PROBLEM TO BE SOLVED: To enable communication terminals to immediately execute a cooperation service, and to enable a user to receive the cooperation service of a communication terminal without considering any function mounted on the communication terminal. SOLUTION: A communication terminal A makes a service start request to a moderator 1 (S1). The moderator 1 requests communication terminal information to the communication terminal B (S7). The communication terminal B determines the self-communication environment or communication terminal using situations, and when service start (an operation by the communication terminal A) is possible, the communication terminal B transmits permission notification as well as the self-communication terminal information (S11). The moderator 1 determines which of the communication terminals should be provided with an additional function under consideration of the presence/absence of any function necessary for executing a requested communication service or a communication environment or a communication terminal spec or the like, and for example, distributes a necessary software module or the like to the communication terminal A (S15). The communication terminal A which has received the distribution performs the installation or setting of the software module, and starts communication with the communication terminal B, and operates the communication terminal B (S21).
