PROBLEM TO BE SOLVED: To provide a highly reliable and battery-saving terminal network controller which is not influenced by the type of a following telephone device, manages in enough time and thus does not uselessly wait PB signals, and a telemeter communication system provided with the controller. SOLUTION: Corresponding to that a telephone line 13 is available for a call ID display, a following telephone device 17 hooks off corresponding to a short pre-ringer signal (S11) transmitted first (S12). Then, a caller telephone number signal is transmitted from the telephone line (S14), and the following telephone device displays the caller telephone number and hooks off (S15). Even if the following telephone device hooks off corresponding to the pre-ringing signal, the terminal network controller does not transit to the state of receiving PB signals that require high-speed microcomputer operation, and continues to monitor the following off-hook telephone device in low-speed microcomputer operation (S17 and S18).
