PROBLEM TO BE SOLVED: To provide a soft magnetic powder core that achieves both of high density and improvement of insulation, and a method of manufacturing the same that achieves both of the high density and improvement of the insulation. SOLUTION: The soft magnetic powder core having a soft magnetic material and low melting point lubricant is manufactured by: adding the low melting point lubricant to the insulation-treated soft magnetic material; carrying out warm forming of the soft magnetic material to which the low melting point lubricant is added; and heat processing the soft magnetic material being formed. The low melting point lubricant whose melting point is 50-170°C includes at least any one or more of oleic acid zinc, stearic acid copper, zinc stearate, stearic acid calcium, stearic acid aluminum, stearic acid amide, erucic acid amide or oleic acid amide.
