Disclosed is a hair-dressing cosmetic which exerts good hair-dressing effect and good hair-redressing effect, although being water-based and having a low viscosity, shows no stickiness and high smoothness, and gives the sense of a light finish. Specifically disclosed is a hair-dressing cosmetic, comprising: (a) a polyalkylene glycol polymer which is in a solid state at room temperature (25°C); (b) one or more components, which are in a liquid state at room temperature (25°C), selected from among (b-1) a di- to tetra-hydric alcohol, (b-2) an alkylene oxide addition-polymer of a mono- to tetra-hydric alcohol or a mono- to tri-valent carboxylic acid, and (b-3) a polalkylene glycol polymer; (c) a film-forming polymer; and (d) a sugar alcohol, wherein the ratio by mass of component (a) to component (b) is 1:0.2 to 1:10, the ratio by mass of component (b) to component (c) is 1:0.1 to 1:1, the total amount of the components (a) to (d) is 10 mass% or more, and the viscosity of the system is 10,000 mPa·s or less (measured with a B-type viscometer at 25oC).
