PROBLEM TO BE SOLVED: To omit any opening/closing work to be independently executed for a press roller when passing a film, and to eliminate the possibility of any defective seal by starting the operation while the press roller is not contact with the film caused by forgetting of closing. SOLUTION: A center seal device includes: a pair of center sealers 34 for heating both edges of a strip film formed in a cylindrical shape while the film is held from both sides; and a press roller 35 which is located on the downstream side of the center sealers to hold a film part heated by the center sealers from both sides in a pressed state.
