PROBLEM TO BE SOLVED: To raise probability of ROI detection while improving reliability of the ROI detection. SOLUTION: An image processing apparatus includes: a first feature region specifying section for specifying a feature region from an input image; an image generating section for generating from the input image a high image quality obtained by more improving image quality of a region having higher possibility of being specified as a feature region, among regions not specified as a feature region by the first feature region specifying section; and a second feature region specifying section for searching for the feature region from a quality changed image. The image generating section generates the quality changed image having image quality of a precision corresponding to the possibility to be specified as the feature region.
