PROBLEM TO BE SOLVED: To provide a transfer roller for achieving excellent image formation by holding a leading edge of a transfer material, by transferring an image on an image carrier to the transfer material without bringing a grasping member into contact with the image carrier, and by surely peeling the transfer material after transfer, and to provide an image forming method. SOLUTION: The transfer roller includes: a roller supporting part that includes a recess part and rotates; an elastic transfer material holding part that is disposed on a peripheral surface of the roller supporting part, and is formed so that a distance to the peripheral surface from the center of rotation of the roller supporting part is R1; and a transfer material grasping member that is disposed in the recess part of the roller supporting part and disposed at a position where an end distance R2 in a peripheral direction from the center of rotation of the roller supporting part is shorter than R1 to grasp the transfer material.
