PROBLEM TO BE SOLVED: To provide an image compressing apparatus capable of suppressing image quality deterioration to a minimum when compressing image data, and to provide an image processing apparatus, image forming apparatus, image compression method, image compression program and recording medium. SOLUTION: An image separating section 33 separates image data into image blocks and non-image blocks based on attribute data. An image replacing section 34 replaces a background pixel in an image block with an image pixel adjacent to the background pixel. A data-by-data compressing section 39 performs irreversible compression, according to JPEG (Joint Photographic Experts Group), on all image blocks including the image block replaced by the image replacing section 34 and performs reversible compression on the non-image blocks and the attribute data. A code output section 38 outputs code data compressed by the data-by-data compressing section 39. Since high-frequency components in the image blocks are canceled by the image replacing section 34, image quality deterioration accompanying image data compression is suppressed.
