PROBLEM TO BE SOLVED: To provide a cold rolling roll made from forged steel excellent in toughness whose excellent toughness is secured even without using an expensive element such as micro alloy and without adopting a special manufacturing method, and in which a crack is not generated in rolling even under high load environment. SOLUTION: The cold rolling roll made from forged steel contains, by mass%, C: 0.6-1.2%, Si: 0.4-0.8%, Mn: 0.4-1.0%, Ni: 0.4-1.0%, Cr: 3.0-6.0%, Mo: 0.2-0.5%, and the remainder consists of Fe and inevitable impurities, an average grain diameter of carbide dispersed in metallic structure of a surface part is 1 μm or less, and area fraction of the dispersed carbide is 5-30%.
