<P>PROBLEM TO BE SOLVED: To restrain variations in reaction force given to a battery cell stack which forms a fuel battery, and to attain generation of quick reaction force. <P>SOLUTION: An end plate 14 and the battery cell stack 12 on the end plate are surrounded by a shaft guide jig 40, and a tension shaft 16 is pressed and descended while it is guided by the shaft guide jig 40. A recessed ridge 13R with a shape following the outer enclosure shape of the tension shaft 16 is formed on a buffer member 13 along the stacking direction according to pushing and descending of the tension shaft 16 since a press-cutting blade 30 having the same outer enclosure shape as an outer enclosure shape of the tension shaft 16 is mounted on a lower end of the tension shaft 16.
