PROBLEM TO BE SOLVED: To provide a spectrum envelope information quantization device capable of accurately reflecting characteristics of an original signal on a coded data. SOLUTION: A classification device 207 performs classification by using conversion wide band Line Spectrum Pairs (LSP) parameter which is input from a narrow band-broad band conversion unit 200, and class information for expressing the classified class is output to a switch 251 in a multi-stage vector quantization code book 208. The multi-stage vector quantization code book 208 includes a first stage code book 250, the switch 251, a second stage code book (CBb) 252, a third stage code book (CBc) 253 and adders 254 and 255. The switch 251 selects one of sub-code books CBa1 to CBan related to class information input from the classification device 207, from the first stage code book 250, and connects an output terminal of the sub-code book to the adder 254.
